it would never mean the opposite
so yes only children are allowed to play this game

aka, restricted to CAN mean "not this group". not that it always does, or that it's the usual use of the phrase.
i didn't say it DOES, i said it CAN. as in, it's one of the uses of the phrase, just not a common one.
