3. Click Tools ->Package Installer and choose NSFWBILLBOARDS.oiv
4. Choose Install to mods folder.

For anyone interested in installing this, install the OPENIV application and open it.

Explore the following folder path “mods/update/update.rpf/common/data”.

Edit the “dlclist.xml” file and add “<Item>dlcpacks:/GTAPB/</Item>” at the end.

Then go to the game directory and copy the downloaded folder to “mods/update/x64/dlcpacks”.
