You can see the mod was updated in March for this verison.

I really don’t like it when they change the version number, but the game itself remains the same. I always fall for it

Yeah, the first build wasn't labeled that when it first came out, the bug fixed version ended up being labeled that.

He's probably waiting for the general release, and not a "test version build". The test build as it says it's just testing, and more than likely the general release will have more bugfixes, etc.

This won't be updated any time soon as he's been having health issues which he's been giving updates about.

This game now has a hint system with a checklist that basically holds your hand you can use now.
