Has anyone ever completed a game with a mod?

I've seen many mods and many incomplete games, and I was wondering if anyone has ever made mods to finish an unfinished/abandoned game before?

Not that I know of. But some people create their own spinoff games based on the abandoned one. That's why there are like 25 Big Brother games.
