It's a Japanese game. Extract the archive with Bandizip (or WinRar with the option CTRL+E: select Japanese 932), and run the game with Locale Emulator. If you do this, you should see Japanese characters instead of that gibberish.

Ok, I am not sure how but it works now. I installed RPG maker ACE, unsuccessfully tried to launch it a couple of times, went to watch a couple of YouTube vids, tried again and it launched 0_o. Thx for support anyway.
