This is found in the walkthrough, I'm not sure if you'll be able to attempt it again within a week, some content you can try again after so many days but that section you're doing doesn't say anything unfortunately. I'd save a separate file and speed through until the following week and try talking to them or hanging around the stairs. That said I'm not entirely sure how you can do it but if I recall correctly, you should be able to reset the quest chain through the debug menu, should be able to find info digging through this thread though.

A. You can kind of spam it, just not on the same person. You have plenty of victims to play with. You can always order them to your office one at a time.
B. You can also still find the Ray in the woods while following the guy in the park. I don't know what triggers the event, so either pray to RNGesus or keep working on your regular hypnosis ability.
Did the hypnosis stuff get scaled back? Is there more hypnosis events or less in the game now than in the past?

It did but you can spam it by using the debug menu. When you open debug you want to go to the "global variables" tab, scroll down a bit to see the section "cheats" and tick both boxes "HypnoAlwaysSucceed" and "HypnoBehaviorNoCooldown". Keep in mind that at times you'll only get to use it once and then the character will have traveled elsewhere, other times they won't leave allowing you to go nuts with it.

Managed to launch the game on android using winlator (win7 emulator). It gave an error (warning), but the game launched.

Don't think there are Androids in the game. The only non-human character I know of is the demon in the Lexville mod.
