Well a lot of the game is walking around for random events to pop up, that's kind of where most of the content is.i'm new to this game but so far i don't know what to do, i hired some teachers, set the teaching plan for students, looked at the like 4 policies there are and now i'm trying to talk and get friendship with people but so far there isn't really much to do, i'm just randomly walking around, does the game have any content or is it just a grind to get friendship point or hypnotize them??
like i can't even really talk to people i can only ask them a few questions most of them they don't want to answer and if i click on chat i can only look at them?
i'm so confused, i even downloaded the lexville mod but still not much content after trying around for 2 hours, like i can't teach myself, i don't see anything else to manage and i don't know anything i can actively do
is it just well hidden or am i stupid or is the game really that empty??

To elaborate on what pasta wrote, most of the content is locked behind policy upgrades and school expansions. School expansions just cost money, but most policy-related stuff requires you to schedule a PTA session and get them to vote on new stuff. The PTA members need to meet some stat thresholds (usually corruption) to vote how you want, but most of them also have quests that result in you gaining their support. Go to the Restaurant downtown and eat there. There will be a prompt to read the newspaper and then take the newspaper. Do it. Then use the newspaper in your inventory to read all the articles. Reading the articles allows quests to trigger. Their data pretty much only exists because the game checks blood relationship only via parents. So without sharing the same parents, Annette and Andy would technically not be considered your siblings for the purpose of certain checks in the engine.But they're only virtual characters. And it also helps if some event will ever want to refer to some data about the player's actual parents, since it would be odd not to know their names.
The game simulates the population, even when the player is not actively participating in events. So we have dummy locations for generic jobs, generic homes, generic bedrooms, rival school, etc. Just somewhere to put the NPCs during certain times of their scheduling when they don't have a more concrete location in the game world. That way we don't have to check whether an NPC's current location is not undefined, because they will always be in a location of some sorts, even if it's not accessible.Why are there hidden locations that aren't accessible by PC?
