downloaded current version of hentai high school+ but when i open it it doesn't run and when i open task manager and run it runs for 10 seconds and says suspended and i have nothing else running memory CPU all below 10 and everything is all up to date.

This is the right forum. HHS+ has its own engine though: maybe you would be luckier if you also posted in the game thread, specifying your OS. A couple of HHS+ developers usually read there, they may give you a pointer.

If not even a popup is displayed, I wonder if any software (your antivirus or antispyware) is blocking the game.
If you have Windows 10 or 11, and it is updated, you should already have all the dependencies (.NET framework 4.8). Otherwise, maybe you need to install them.
