Some games from Illusion have a lot of outfits on top of a lot of clothing mods:
Honey Select and its sequel
Koikatsu

I don't know about 2D games with customizable outfits, that's not the reason I play them. However, TheBlueKnight previously recommended some in his comment here

I think Brave Alchemist Colette also has some outfits too. Check that out.
Also Robolife days with Aino , maybe? I haven't played it yet but I see different outfits in the screenshots.
