RPGM How do japanese devs animate battle scenes in RPGM games?

Similar animation was also in "Mirror" (although "Mirror" is a Unity game, i'm guessing the overall workflow must be similar but i'm not sure) and if i remember correctly in some of the Dieselmine games.

If i'm not mistaken it's mostly just a deformation of a 2d image. So my theory is it must be a software similar to "Live2d". But because this sort of thing is usually made by japanese devs i couldn't really find any info on this topic. Especially when it came down to RPGM i was not able to find anything resembling an actual workflow. I'm not really into animation of any sort so maybe it's some basic stuff.
