How do you loop sound effects during an H-scene in RPGM games?

We can use the game "Country Bumpkin Yutaka" as an example. During an H-scene, you hear the sex sound effects play only once (not talking about moaning, but the thrusting sound). It's not like other RPGM games where the sound effects loop throughout the scene.

Is there a way to loop it through the game's file? if so, how?

Only BGS files loop, and it sounds like the devs used SE (or ME) instead. You'd have to copy the SE files into the BGS folder, open the game in RPGM, find wherever they used the SE files, and change them to BGS. It'd be an easy but tedious process depending on how the game is made. There's no other easy way to do it that I know of, and the only alternative is diving into the json files, and those can get excessively confusing if you don't know what you're looking at.

Another method is through common events in which you can set a loop for SE (or ME) sounds if for example a switch or variable is active or not. If you only want a certain sound once just define it in the active event itself or set another common event.

I thought they meant editing an existing game? Am I reading it wrong?
