How is 2dcg/2d animation made?

I was thinking of making a game in the near future and I'm curious how animation is done....first thought was hand drawn for each frame....but some animations are way too fluid for that to be the case....so how are they made??any specific program like daz to make them? Or any specific tool/technique?
Some animations i liked-
1- House chores
2- Goodbye eternity
Anyidea how these were made?
Ps- I don't want any 3d techniques

Everything is drawn by hand, every part of the body is drawn, even if an arm or leg doesn't appear or is hidden behind an element, it must be drawn and placed on a layer.

Once you have all the elements of your character, it's animated with Spine, which also works with Live2D.

And that's all, the rest is experience.

Apologies if you have already answered these questions somewhere else:

1. Are you a solo dev?

2. If so, did you start out as an artist and decided to turn your art into a game?
The art featured in Goodbye Eternity definitely isn't something an amateur would be able to produce just for some bad RenPy game, like 90% on this site (I'm not talking about yours, obviously).

3. I just heard about Goodbye Eternity, so I don't know whether your Spine animations improved over the years or if they were this solid from the get-go.
Did you learn Spine solely for your game (I seem to remember that you mentioned it's your first time working on one), or have you had experience with it before? I want to breathe some life into my game but don't know how feasible it is as a solo dev in regard to effort and time consumption.
