Are you using the base Genesis 9 figure ?
What steps did you take to achieve this result ?

Looks like a rogue morph I had once.

Click on the Genesis character in your scene tab and then in Parameters, hit the hamburger menu and select Preferences --> Show Hidden Properties. Then in the filter box for parameters type "PFA" and make sure you have the root Genesis character selected. You might get a whole pile of PFA "The age..." morphs showing that are all 0 value, but look for 2 or three with some values. Specifically anything with baby in it's description. PFA makes an aging morph (from baby to old person) and that morph corrupted some of my characters with this exact effect, where the eye lids are wonky when trying to blink.

For the beginning, I just dialed down any PFA joint correction morphs to 0, but eventually, I uninstalled the morph completely because it was such a PITA.
