I think you need 5 posts in order to pm? On a users profile there will be a button to 'Start conversation' once you are able to do it.

Hagatagar, RandomRandom11 is unable to currently PM because he doesn't have 5 posts yet, after he has 5 posts he should be able to PM after he gets the required amount of posts.
