Can someone please help me out with the hair preset here? I've tried doing to use the preset but none of them seems to work no matter what I choose. Could really use someone's help.

If the presets don't work, OOT hair usually has them available as sliders as well. In your screenshot, you are in the correct area, you just need to scroll down. You should be able to find the equivalent of BLOW 01, for example. Certain other features may be an On/Off button. The presets in the content library simply alter a slider in the Parameters tab to (usually) max.

I did try what you said but it looks like the preset dosen't seem to add to the hair no matter what I select.
