i guess you really know nothing, first hs2 is a game that make in unity , so the render/look is unity render engine or what ever name they name it.
for the first link, it seem to me it look like unity too.
2nd one not sure.
what you need is not good software but a knowing the basic and set a goal .
to render good image, you need the model and texture then the render engine/lighting.
so if you only want to learn about render engine and take model/texture from other place, there is alot of program that only render and can't do other thing.
but if you want to make model you need program like blender or other that does make model and texture is any drawing program but 3d drawing is another type of program.
in short to make a good render most of the time you need a few program to make not just one.
and why i don't really name any program is because there is alot and no point to give any name with out knowing your goal and how much you can spend.
(haven't even talk about the animation)
