Is it possible to take illusion games like Honey Select, Koikatsu, etc, and isolate the character creator and studio neo only? The downloads are huge for the whole game!! I don't think I can afford that big of a download!

There is no difference between the game or studio, they both use the same assets for things to work and it is the assets that are heavy in the first place, just avoid downloading modpacks if you don't want a lot of unnecessary shit.
Not to mention that you need the base game to use the character editor at the very least.
