The only completed game I can think of that strongly fits your criteria is
Patriarch, which is on the nose enough that I would expect you to have run into it already.
Incubus City isn't necessarily focused on being a criminal, but has several options that involve being a criminal, and some starts and endings I think fit with your goal, as well as a focus on corrupting and impregnating women.
That's kinda it for what I know though, at least assuming that you are looking for games where the criminal empire is focused around running drugs or other activities typically associated with modern criminals, as opposed to just having the actions taken in the game be illegal, and aren't interested in incomplete games.
