It seems I may have been totally wrong about the title, or it was given a weird name on some site, but at any rate, yes!
It's called "Shutter Fucker Sister" and everything else I remembered was correct.

Couldn't remember their name but reading the description earlier did make me think of that artist.

With shame, I must admit the only manga artist I would know well enough recognize and remember their name is Rumiko Takahashi. Which is pretty bad, considering the amount of manga I've read. I don't even remember who wrote Crying Freeman, and I'm pretty sure I own the entire series of GNs.
