HTML Is it possible to play downloaded html games on a chromebook im 23 just kinda want a cheap device to play them

I want to maybe get a chromebook for cheap to play html Games and want to download them and then play them like normal .html games are played on windows. I mainly play these games on my android phone but the small screen and odd way needed to play games is not super fun. Sorry if this is a dumb question thank you guys.
