Is new Ren'Py a hardware or software problem?

So, I'm running a Win7 64bit Pro system with 32 Gb of Ram & a 2gig video card and all the games currently on the new ren'py release don't launch for me! Is it a Win issue or a Ren'Py issue? Will loading Win 10 Pro 64bit make my PC more 64 bit than it already was? On certain games members have repacked them to the old Ren'Py and I was able to run the 64 bit version so like WTF?

Any ideas???

What do you call "new Ren'Py release" ?
There have been two times four versions of Ren'Py released since June. But there's also the 7.4.5 that can be seen as "new release" due to its rendering change, as well as the 8.x branch and its switch to Python 3.

And also what "don't launch" mean ?
Is there nothing at all that happen ? Is there an error thrown ? Is the game starting then dying by itself ? All this happen and can be qualified as "don't launch".

It totally depend on what you answered above.
The default answer would be to update your video card drivers, but it's just the default answer.
There's also an unknown issue with Windows, that run since a long time on the general troubleshooting part of the forum. So far it seem to have been fixed by either restoring Windows or updating it, sometimes even just by rebooting. But no one know what effectively cause the problem.

It is a Python 3 thing, all games with Python 2.7 have no issues, all Python 3.9 games do not launch.
What I mean by that is that I double click the exe and choose "run" but nothing happens after that... No error.txt, no log.txt, no splash screen, just nothing...

Since there's no difference (except the use of Python 2.x/3.x) between Ren'Py 7.5.x and 8.x branches, I doubt it come from Ren'Py.
Therefore, check your anti-virus. It happened few time in the past, that some of them wrongly flagged the Python interpreter as dangerous. And if it's not the interpreter itself, it can be the library Ren'Py rely on (for PyGame among other things). This would explain the lack of reaction when you try to start the game, since your anti-virus prevent it to be proceeded.

Have you updated windows? That's how this person fixed it.

It is possible that older versions of windows 7 might be flagging renpy8/python3 as dangerous like anne O'nymous said.
