Is Steam no longer accepting non-con content?

I had plans to publish a DLC with sexual content for my game on Steam.
But it looks like Valve moderators do not want to let me publish it. They are not rejecting my DLC, but not accepting it either, just ignoring me for more than a month.

The reason, in my opinion, is that the sexual content in my game is not very consensual. Well, the female protagonist is having sex with plastic mannequins, it does not look very consensual indeed. But isn't it a very common scenario in all hentai action games to "punish" a female protagonist with a sexual act with a monster in case of a defeat? The game does not contain any rape, blood, or gore, it is quite mild.

The interesting thing is that all other adult platforms (Itch, Nutaku, DLsite) have no problems with such content, I passed the moderation process in just a few days. I have no idea why Steam is so sensitive about non-consensual content, their content policy does not forbid it.
