I'd highly recommend a local installation. Even if you find the perfect paid or free service, they can always change from one day to the next and then you are screwed. That and having a company look over your shoulder at all times seems undesirable to me. If you don't mind slow speeds and maybe being limited to somewhat outdated models, any budget gaming PC from 10 years ago should be able to run Stable Diffusion 1.5 models at the very least. Well, with Nvidia GPUs that is. Things get a bit more annoying trying to get it work on AMD cards.
