There's a bit of "non attention" because he's always out late and whatnot, but at least some of that might be dependent on choices you make for Jessica. I think the main thing is that she feels they're drifting apart since his return from service. She mentions it a couple of times, and I think that's leading her to be more open to the attention from other men, or at least to stop holding herself back when that attention comes.

The way I read it from my save (where I'm following the corruption options with others, but not necessarily rejecting Connor at the same time) is that she's gradually making up her mind to break up with him, and the excitement she's realising she can get elsewhere is pushing her in that direction. I think she might have actually voiced that towards the end of the current update as well.
