If you need to talk to Julia she's to the right of where you're standing in the screenshot.

Technically you can, but it just completely breaks the game and loops the entirety of the first time you got into the Sentinel City undergrounds. It royally fucks with the game and should be avoided unless Teary expands further with this area.
