I read somewhere a while back that some developers in countries with lax enforcement get around restrictions by keeping the base visual novel free of explicit content and releasing optional patches anonymously for adult scenes separately. This way, the main game stays compliant with local laws. Or just focus on making the VN sensual or suggestive without crossing into explicit territory.
