I got that impression from the more prominent appearance of HOPE and USER1; on the other hand, we have a more detailed story of how the second god lost its omniscience, and the occasional connection problems with USER2 or failed terminal accessing attempts. But you're right it wasn’t specifically stated who’s more powerful at least at their current states (except for the third god I guess, who doesn’t has its own season and thus can interfere less)The relative power levels of the gods isn't really discussed in game, only their age. Nozomu is older, true, but he's also dead and trying to rebirth himself.
And with the whole "three gods who are one god" thing, the God of Wires could be using this temporal anomaly specifically to incubate the rebirthing Nozomu.
But I like the idea of 3 gods = 1 god theme. For me it stems from some descriptions regarding Yasu’s god: the need of transference and how Yasu surrenders her eyesight for the night so He may see in her place (this is assuming that what she hears is all from and about the same divine entity and everything this cute fanatic says is 100% certified).
Despite the fact that her god has more descriptions that fit the first god, in my head these two mentioned traits are quite aligned with the second god; like how it no longer gets the information or energy needed to sustain itself through the fraying wires, and can only influence those who willingly give themselves to Him (quotes from There Is Nothing). These also had me confused about which god is HOPE for a very long time. But I don't think we know the rest of the Nozomu story, like what happened to Nozomu now after people not listening to him and continuing fucking each other (definitely forgot to factor in Nozomu died in a automobile accident as well), so it might just be my misunderstanding.
