The Halloween update was originally going to be a single update, and the November update had the above roadmap. He later decided to split the Halloween update into two parts, which means the roadmap had to change.

Teeechnically no. Emergency Contacts can be called on a phone even if the phone isn't unlocked. Speed dial was just a way to dial specific numbers faster by holding a number button down on the keypad of your non smartphone which at best could have a screen lock to prevent pocket dialing. You didn't really see security focused lock screens before smart phones, nor was there an app store for people to fix this themselves.
Side character / update limitation. If someone is focused on an update they might get 3 events. Or they could get as low as one event essentially to wrap up some plot point.
