Hi an American here. Americans take things at face value (not all of us). So if it looks like a duck, walks and quacks like a duck. Its going to be a duck. So if said character looks underage (majority of the people writing these bills are experts on "underage" material) they'll pin it as underage. But Sel is going to be fine. LiL will probably go back to looking like when it was on Patreon. Like when Tsukasa had a towel on in Chika's onesen event. But how Sel goes onto censor LiL going forward is up to debate. Tsukasa in a towel maybe to "lewd" by thier standards. But dont expect any Shimoneta esque police state raids on peoples homes, where if you're caught with "lewd underage material" they ship you off to a reprogramming camp. Sel will be fine, he's just upset he can no longer lewd the loli which may mess with his money since majority of his $100 subs are wizard enjoyers.Not really a US citizen, but this is what I found. I think everyone is seeing things because of the "a depiction that appears to be of a child younger than 18 years of age [...] regardless of whether the depiction is [...] a cartoon or animation", and because there have been moral panics before, and it's been neatly packaged as "think of the children". Again, not american, so I don't really know if the ones saying this is bad or the others saying this is a big nothing are right, just directly answering your question.
EDIT: Not giving background info about 43.25 and 43.26 because they are pretty much just the standard definition of promote and visual material, if a bit more restricted.
