It's not an unlocker...you can replay only what you have earned (in normal game)!

Importing my savefiles from the game didn't unlock anything. If you can't use the original game savefiles to unlock scenes consider adding a button to unlock everything.

Scenes unlocks are related to 'seen_labels' ... I don't exactly remember where this information is stored... Probably in persistent data.
So copying 1 save file from original game/save directory to mod game/save directory will only allow to update your max parameter values (if those in the save are higher than current ones).
To use fully your saves in modded game, copy the persistent file too in mod game/saves then load a save (the most advanced?) and to be sure save it (override or new doesn't matter).
(not sure what you mean by 'importing'... It should be copying (eventuality moving but there's really no advantage to the latter )

One more time, nothing new will be unlocked... Only what you already saw in normal game will be unlocked.

I tried using my "vanilla game" saves into this version and the whole gallery was locked. After loading my save and playing a full day only the couple scenes I played unlocked in the gallery. I've attached a screenshot from my gallery. I've done everything in the game except the exhibitionism grind to work fully exposed.
Maybe my saves don't work because I think I'm using the same save since release.

I take it that you've copied the whole save directory? Including persistent file?

Currently, for me, there is only 1 replay that could eventually not unlock: it's the first bar shift (as I've added a new label).

What is strange in your pics is 'Asking AC' and 'first night visit' not unlocked (other locked replays in your pics need to never pay rent and go the whole chain of events which I guess you've not tried).

Simplest way to correct that is to start a new game with the mod and to speed up (shift key) trough the game until you've made your first shift, seen 1srt Kev visit and asked Greg to use AC (don't remember exactly but in 2/3 days it will be done). This should unlock the corresponding replays.

All the other must be seen in normal play-through (with the modded game or the original one - in this case you must copy save + persistent) before unlocked in replay.

I think going only to pictures or scenes without context is so boooring (and lame(?))!

If you're really into it, it shouldn't be too hard to find a simple way to unlock them (above all considering I've provided sources of the mod - hint: label names are in scenesreplay.rpy)

I understand where you're coming from, but it's also a matter of choice. You're not offering us the choice to unlock all the scenes if we really wanted to. I know how to edit variables and jump to labels using the console, but you've made that possible into a mod... Why not just have a giant disclaimer that ‘Unlocking the gallery means spoiling your fun. The scenes may or may not have any meaningful context, proceed at your own risk.’

Make what you want with this mod (use it, dump it, enhance it) - it was a one time shoot - and I'll definitely not add something I don't like!
