what did you do? did you try and cheat? did you download this from somewhere else?
Download from Krakenfiles and Pixeldrain. Extract it to desktop and run GamePro.exe on PC, not android.
Might be the locale issue that randomly affects some people. If you haven't, try either running the game in Japanese using Locale Emulator, or change your system locale and see if it functions properly.

In some cases the app you use to extract files can also mess it up (on Android you have to use WINRAR / RAR with Japanese locale in settings). I just encountered such issue recently myself with another game.
Do 7zip had option to extract as different locale? I have used 7zip to extract non-unicode based file before and it came out messy. WinRAR has the option to change the locale even though tedious to look for the correct one unless you already knew the origin of the file.
is there a way to use this without a installer or cheat engine and if not then could a cheat save be used in its place

Simple. Rookies like you and Imouto-peroperpo can't fathom the effort and determination one has to put into choosing the most unreadable font in just a few short months (half a year)
I think a reasonable timeframe for a professional quality release (whatever that means these days) would've been something like two months. From personal experience, it took me (not the highest bar) about 80 hours for a first pass translation of the DLC, so what, two weeks of normal labor? Then you have a small team to test and clean things up over the next month or so and you should have a pretty solid product... right?
Well it all depends on the quality in the end. We will see if its actually well done or MTL level hasty work.
