Look for easyest way to create chat-like game

I want to make a chat emulator so that it looks like whatsapp for example, where you can choose answers and receive photos. I know absolutely nothing about creating games, html and otner. I need as simple as possible: only text, pictures and a background that looks like a messenger. What should I use?
I tried twine, but for each action there I need to write a lot of unknown commands, isn't there something simpler? Maybe there is some kind of template where I can just write text and put images?

As developer, If you wanna do something like WhatsApp without much coding...
I think that a good option could be if someone makes you the coding on Html/Css/Js and then you do all text and dialogs on Json.

Since this sounds like something easy to code on web language. There's A LOT of options to port this to Android/IOs. You don't need to know coding to write Json. And will me more light and optimized than a game engine.
