I think it's a completed game that i saw on here and played
you're a blonde (i think) dude, coming to stay with a rich family.
there are lots of balcony scenes where you put sunscreen on the bitchy wife

the whole game is developed by a russian dude that people said in the comments is admanet on not getting help from people to shrink his game
the game was huge IIRC, the official non-compressed version

God that is a terrible description.

Maybe it's Lucky Mark by Super Alex? It ticks most of the "boxes" you mentioned with the exception of the protagonist who does not have blonde hair.
