It was harem, sandbox game. Most likely a Ren'py
At one point you meet with a girl in school swimming pool. You can challenge her who will be faster and winner can publicly humiliate other person in school. After every win you need to go to gym to get stronger, because the girl is getting faster after every lost (by her) round.
At one point MC is walking with this girl naked and on a leash.
