Identify Looking for abandoned game name (references included)

I'm trying to track down the name of an abandoned, or barely started RPGM MV game. The best I have to go off of right now is the following reference images:

I'm actually looking to track down the sprite artist. So if you perhaps knew that as well, I would appreciate it.
