If anyone sees this in the future and is looking for the exact type of game I'm looking for- I posted this request thread here and these are the games I got suggested:

Nothing is Forever has chastity and orgasm denial as a fetish of it's own. There is some foot stuff with the same character if you choose, but it is optional.
I think Heavy Five also has chastity without feminization.

Sodora City has no feminization. I don't recall foot stuff but there may be a scene or two with it. Its primary focus is chastity and cuckolding. I'd highly recommend using a save editor because the combat requires a tedious and boring grind.
There's also a few sandbox games in the medium category where you can play basically the whole game in chastity and fem/foot stuff is optional or easily avoidable:
