Seeking Looking for games about governing and corrupting a city/country

One of the things I really liked about HHS+ was how you could use policies, hypnotism, drugs, and other means to corrupt not just your school but potentially the entire city.

I'm looking for more of that. I'm looking for a game about taking a plain city/country, and using government policies or other means, mold it to your whim, and make a lewd city out of one that wasn't previously. Can someone point me in the right direction, or towards anything similar?

Free Cities? You play as the ruler of an arcology and have a ton of freedom turning it into whatever you want over time by using various policies, edicts, events etcetera. That being said it's not a "normal" city to begin with, but I can't think of anything that fits your description better.
