Seeking Looking for games that let you play in a sandbox mode even before the main story is completed, preferably with randomly generated characters

I'm aware there's plenty of games that fit this vague description but what I'm looking for exactly is something similar to The Imperial Gatekeeper or Two Horns, where you can follow a series of quests or just do whatever you like with randomly generated characters.
