If you liked Monochrome then you might like the DojinOtome games Summer Memories and Winter Memories. Similar panty collection idea as Monochrome but has a bit more fun to it in my opinion. There are some voyeur scenes, but it is not a major topic of the game. the protag you play as is a pervy little shit though.

Peeping Dorm Manager is a solid voyeur focused game from what I remember about it. Has some investigative game play which was pretty fun to work through.
