Pervert Action: Legacy by BBBen features two women that control the other girls, but it's questionable if Rio is actually that submissive towards the protagonist. That being said, she still follows your orders, while Masami is very much submissive to you while ordering most of the other girls around.
Also, in Free Cities you can appoint one of your slaves as head girl, even give her a personal "attendant" to train up for you. All the characters are randomly generated though, and the game is mostly text based.
