We need a skilled 2D artist to make layered PSD cuts for animating on 2D animators.
You should be able to work with Photoshop and have a painting tablet for it.
The steps are exactly like this:
1-Separating the background and drawing the remaining parts of it
2- Cutting some parts of the Bg for animating and drawing the remaining area
3-Cutting and separating the parts of the character's body for animating and drawing the remaining area for each
