First of all that's not true, second the game is not finished and features might not be implemented and third, is the user interest to protect their hardware in case of some software misbehaves.
1. it is true.
2. game being unfinished is not an excuse. This is a very high priority feature which is also trivial to implement.
3. it is indeed in the user's interest to protect their hardware.
They can protect it by downloading 3rd party tools that modify the exe of a game to make it no do bad things.
OR they can protect their hardware by not downloading badly programmed games and giving them a bad review.
Also if you are forced to do it then there are issues with it.
You can set global forced vsycn in you GPU settings. but this will disrupt games who use other options. So you have to turn it off and on before and after using the specific game you are frame limiting.
Additionally vsync can be too high a frame rate depending on your monitor refresh rate. 144 is a lot. And many games sync minigame speeds to the monitor refresh instead of the clock.
just a few days ago I saw a game here on f95 update with a patch that fixed minigames being unplayable on 144hz monitors for exactly that reason.
