Is there a requirement to unlock sylvia? I've been in the church solo and no event ever occurs for her..fame is maxed and have 0 karma...finished quests for each faction and she still hasnt shown up

ok i made a new game + save and a blank fresh save and both times the recruitment event triggered. you need to have no current buddy dismiss any buddy you have
weird maybe my game is bugged...i'll try dismissing my buddy inside the church and see if that fixes it

do it outside and then go in should trigger. you need to be alone with NO BUDDY just you

For those interested, these are red icon outfits for the Buddies I found + the onces covered in the wiki:
Most of them are rare boss enemy drops so you might want to stack the odds with MC with Support: Netsuke Shield, Soul: Luck, Furniture: Renowned Nun, and Kei as Buddy (her bonus increases drop rate)
Netsuke Shield can be dropped by the optional boss in Bandit Fortress (the fenced fireball on the left side)
Lucia
*Falcon Mantle: Appraisal.
*Silver Fox: Fox Shrine, Award from Foxy's Quest, Require 0 Karma.
*Coeurl Suit: Appraisal or buy it from the traveling merchant Maniyan.
*Magical Ivy: Rare drop from Madon (enemy 035), it's the 2nd bounty from the Melty Pair sidequest in Lumberlady Inn (even if you fail, you can re-fight it as much as you want once you clear the sidequest).
*Bullet Cloak: Rare drop from Black Whirlwind Badou (enemy 199), progress from Sosha's quest, at the final mission where you have to infiltrate the area, the (optional) boss is at the left side of the garden.
Kei
*Shell Bikini: Rare drop from Kamabucha (enemy 011), boss from Underground Ruins (the first dungeon from your hometown Canaan).
*Black Cross: Rare drop from Madon (enemy 036), it's the 3rd bounty from the Melty Pair sidequest, compulsory fight.
*Bloody Edge: Appraisal or buy it from the traveling merchant Maniyan.
*Idol Star: Appraisal.
*???: She has a 5th outfit, but I'm still figuring out.

*Cosmos: Rare drop from Predator (enemy 034), it's the 1st bounty from the Melty Pair sidequest in Lumberlady Inn (even if you fail, you can re-fight it as much as you want once you clear the sidequest).
*Blessed Wing: Rare drop from Sister Dorothy (enemy 041). You need to get Child Shoes from Hop sidequest in Stein Farm (southeast of Kitani Region), then cross the bridge and go further southeast and enter the Ruined Church.
*Milky Suit: Appraisal or buy it from the traveling merchant Maniyan.
*Iron Heart: Appraisal.
*Shiny Dancer: Rare drop from Tachiyana (enemy 216), it's a boss from Discus' (Sosha's assistant) request "Nourishment Greens robbery".
Lind
*Shadow Bullet: Rare drop from Voidite (enemy 041). It's a compulsory boss to recruit Lind.
*Battle Dancer: Appraisal or buy it from the traveling merchant Maniyan. (in the much earlier versions they are enemy drops but I don't know which)
*Behemoth Suit: Rare drop from Morugadron (enemy 110). It's a boss in Mad Rock Region you have to fight at Sylvia's final character quest.
*Muscle Mask: Sell 1,000 Beast Meat to Nikusa from the camp area of Magic City Nefuro (northeast), just buy x99 Beast Meat from any food shop then sell it to Nikusa, rinse and repeat.
*???: She has a 5th outfit, but I'm still figuring out.
Vanilla
*Aqua Veil: Appraisal or buy it from the traveling merchant Maniyan.
*Succubus Suit: Rare drop from Mannureji (enemy 056), it's a boss from Nishan Region marshland, compulsory boss in Lucia's character quest.
*Sexy Queen: Rare drop from Deramadonko (enemy 045), it's a boss from Vanilla's character quest.
*Platinum Armor: Appraisal.
*Horny Sailor: Rare drop from Posessed Oberos (enemy 218), it's a compulsory boss in Sosha's final sidequest.
Analcia
*Saint Orb: Rare drop from Neronga (enemy 138), it's a boss in Nefuka Cave from Avante's sidequest.
*Dragon Bikini: Rare drop from Majin Magnada (enemy 134), it's a boss in Spiral Staircase Downage dungeon.
*Angel Feather: Rare drop from Powerful Guru Danrilla (enemy 160), it's a boss in Temple of Evil, Mad Rock Region (somewhere east from the large swamp patch).

Oh, as a bonus, the boss Paishee (enemy 099) drops Dazzling Shoes, which disables encounters.
