I would think The Tyrant is ur best bet for that, i've only played a little bit of it a long time ago so don't hold me to it but it felt like that kinda game. Haven't played most of the other games suggested so i can't really say for those

Rocking Robin is hands down the best mafia boss game out there. there are 6 different mafia families they each have a boss and you are the boss of bosses .
There is one where you play as an incubus (or something similar) that's affiliated with the mob, and you get as a mission to control and eventually corrupt a milf because her husband got in debt with said mob.
I don't remember the name of the game however. Someone else might be able to say which game it is based on the description.
