Sisterly Lust
Aside from the very beginning with the youngest sister, there are no peeping, molesting, or otherwise non-consensual actions or scenes that I can remember. The scene in question has you get caught spying on your sister in the shower, it is required for the relationship to develop, but it actually results in proactive actions on her part.
Disclaimer in regards to your mother's route. I don't know if you have options with mom if you don't find out about what she does for a living, however techinically what he does to get close to her if he is finding out what she does for a living is as creepy as what I just called out F.I.L.F.'s protagonist for. However, relationship things with your mom don't start until after a personal moment on vacation, so it could be possible to avoid this section all together. Even if you can't there are 3 fully fleshed out sisters to enjoy, as well as several side characters all of whom enter into consensual sexual encounters with you.
Harem Hotel
This game is great with consent. There is a, completely optional afaik, spying option, as the hotel owner you have access to the cameras and apparently there's one in every room. There's very little content there though and I don't think anything is gated behind it. Thinking very hard, maybe with Kali who has you go get a package for her at the front, which turns out to be a massage wand... but I'm not sure if the peeping is necessary or just a choice. I think that's it though. Other than that though, the girls are actually very proactive, and while you have to take actions and spend time with them to earn things, they also take the initiative from time to time.
My Sweet Neighbors
This game gets listed as one in the trope post I mentioned above as a "Be a Gentleman"/"No Life Dad" however, I explained later in the thread that I didn't agree with that assessment. I actually played that game as a complete gentleman in the literal sense, never once doing anything untoward until after lines had been drawn to show that such actions were considered ok by all parties. I never felt like I had to do a perverted action to advance the content. The one major caveat to this, however, is that you are cheating on a 40 year old woman with her 18 year old daughter. We have been promised an ending where they're ok with sharing, but the game is, at least currently, trending toward a confrontation, which can make people uncomfortable. Of course, cheating is also a choice.
Babysitter
This game does contain spying, in particular, through spyware added to people's computers by the MC. Sometimes this content is required to advance the game. There are also options at certain points to take certain noncon actions. You don't have to take those actions to advance however. Aside from the creepiness of the spying sections though, this game is actually a quality romance experience IMO. It has a well written plot and characters with actual depth and personality.
Liam, from Acting Lessons, gets a lot of praise for being the token black friend trope who we actually care about and like in a porn game, but I think Jessica, the main love interest, Christine's, best friend is actually a better character. Her own depth and personality brings her to life in a way that makes it so that she's not just the "slutty best friend/relief girl" that the same character is in both My Sweet Neighbors (shit the best friend is also named Jessica and has the same hairstyle) and Dating My Daughter where both characters are mostly just there to fuck.
Babysitter also does a great job with it's Antagonists, making them seem like genuine people, in spite of their ill intentions and criminal activities, they have charisma, a charm to them that makes it possible to see why some people might like them, or even fall for their tricks. The game has gotten a lot of flack from players who can't stand romantic rivals, but having played it myself, it's very easy to keep the girls to yourself if that's what you want, the rivals provide tension, but they aren't a serious threat as long as you're serious yourself.
Timestamps
No discussion of games similar to Dreams of Desire is complete without this game. Where Dreams of Desire deals with magic and mind control however, Timestamps deals with science and time travel. Your main character is also less of a hopeless dweeb.
Disclaimer, I haven't gotten far in this game. It has a very heavy Mom/son incest focus, which Dreams of Desire spent time on, but not nearly to the extent that this does. I'm actually not really into the whole mommy thing, and this game pushes that narrative to the point where I have to stop every time I try playing it. If you're into m/s content though it should be a great game. There are some creeper elements, you can spy on people in the shower, but I don't know how much of that is required, and some of it seemed appreciated even.
