HULC parts can be bought and they are also rewards in some quests and drops from Tier 7 Bounties that start to appear when you have done 130-150 bounties, I forgot which number exactly. There's a limited number of HULC parts that drop from bounties (~50 HULC parts iirc).
Just load an earlier save. Restart the day if you have to. Quickest method to undo your choice.

I think that's just browser built-in functionality for dragging image elements and such out of the window. Not something the game is doing.
Heh, you made the wise decision to include at least Business level one and the Crafter trait? I recommend that, as I did not for my current character and find it's Combat Knives for me still. Crafting crossbow bolts is many clicks into my future...
