She's supposed to have a higher chance to show up when there's a storm outside but I'm not clear on what counts as a storm. Just thunder and rain is not enough (or if it is, then the increased chance doesn't work) but I don't know if you need an actual hurricane.

Any idea when the non rack spanking will be integrated into the main available game? I'm basically just waiting for that at this point.
Does grinding down Aria's Willpower prevent her mission from proceeding? I feel like I'm stuck as there's nothing happening after I bought her and all the talk of a rebellion and the 2nd Chapter haven't led to anything. There's clearly more story than this from the changelogs, but I can't figure out how to get to it.

That's in the works as we speak and to pursue certain paths Aria must have some willpower.
Have you rescued her team? That's the first step and then it will continue in a future update.
There is not really a max, just the higher you go the harder it is to get the next increase until its nearly impossible.
Is the tier 2 or better version(s) available anywhere? the one in the op doesnt have the quests or custom slaves apparently
Question shows that you know nothing about the game. Such as a full save does not exist here. I would recxommend playing though

The only thing the tier-2 version has that the public one doesn't have is the Tier-2 slave and quest. All the other quests that are not WIP (work in progress) are available and for most you initiate them by talking to them and and then clicking the hyperlink that says 'More Information Available' and/or 'Worth Checking Out.'
I really like this game and want to get the version in advance, but it seems that subscribestar cannot be used in my country. Error code 0692 always appears. Paypal can be used normally. To join the membership level, I can only use subscribestar?
The way to get the Tier2+ versions is through supporting with Subscribestar or Patreon.
