You cannot invest, as you have the lawful trait. Assaulting seems to only be possible, if city control is 39 or lower. And I guess city control is too high in your case.

how exactly do traits work with random enslaved npcs?
do different enemies have different trait generation rates? (example, the 'PUNK' enemy being more like to have the addiction trait)
which traits can random npcs rarely generate with, and which traits are exclusive to unique npcs? the wiki sort of just lumps rare and unique traits together into a single section

Red Scorpion has this unique trait..forgot name, where when he loses a battle he has to stay with you till he dies. He had 400 points to his religion.....now he doesn't have it because I converted him.

It's pretty easy to cheat just by changing an NPC's status to 10.

Punks (and other combat capture ID 0-1 enemies) have the most chances of getting Addiction, as far as I know, yes.
Random/non-scripted NPCs can get every traits in the Sexual Traits, General Traits, and Combat Traits section except:
- Nature Lover
- Quelled (unique to Prowlers only)
- Unbreakable
- Ammo Pack
- Berserker (unique to Aaron Kreuger only)
- Crackshot
And if you are buying them from Auctions, their backstory affects their starting traits. For example, a girl who grew up in the forest will tend to get Wild-born every time you reroll her traits.
I found that somehow, when you enable "Lawful" traits, you cannot interact with the Carroza's in ANY way (at least, in my case). That means you cannot interact, or even see with them on the map (including the attacking option).
If you really need to attack them, just erase the lawful traits with a save editor

As NoUseForAName3 stated, you can attack Carozza Hall at 39 control or lower. This information is also in the wiki for Carozza Hall. The Skyguard police, when they are at their best outlook and not just busy trying to keep Hamilton Square alive from bandit attacks, will not let a firefight near the Academy happen.
