If the game does not allow you to proceed, 99% of the time the reason is you have not fully completed all the required steps.
Either OP walkthrough (0.15 or 0.18) will show you the 0.15 walkthrough which has your mentioned scenes. Carefully retrace your steps, perhaps a save after each completed step would help.
The good news is that's not a bug!

Milftoon Drama walkthrough 0.13 :

-take taxi to Milftoon shop
-buy corn from Extras menu
-plant seeds--wait 5 days, then cut corn with nail file
-call Mrs G at 20:00
-repeat corn steps to get to $250
-take taxi to Milftoon Gallery ($50)
-pay $150
-speak to Mrs G
-pick up the order document on the table by the plant next to Mrs G--give to Mrs G but she will refuse to accept
-leave by door on right
-take taxi to Milftoon shop--give order document to Jason--buy more corn seeds
-repeat corn growing steps to get to $250
-take taxi to Milftoon Gallery ($50)--pay $150
-give order document to Mrs French
-speak to Mrs G
--scene--
-----------------------------End of 0.13---------------------------

Just one complain although I am not a patreon now. can milftoon include linda scenes in every update bcoz last update looks like it's abondoned linda, also could u make her story more realistic rather than jumpy.always great expectations from you guys.The art is good
