Okay. Let's get to the basics. A DUF file doesn't contain Jessa's figure itself. Instead, it specifies which assets it needs and in what proportion. A DUF file is just the recipe, but to actually "cook" it, you need the ingredients:
60% of Z Yoga Beauty Flow Shape
32.4% of Z Natural breasts Shape
100% of Z Glamouruous Leg Shapes
60% of Beautifully Different body shape
100% of Natural Glote Morphs
.
.
.
and so on with the rest of the assets, hair, skin texture, eye color, etc. Therefore, if you don't have them installed before opening the DUF file, then DAZ won't have "the ingredients" to create a Jessa.
Regarding the genitals, they aren't included in the figure by default. You have to add them separately. And that's a good thing, because there's a Huge variety of different types, with different characteristics and advantages. The best known are the Golden Palace for women and the Dicktator for men. Add them to the list, and install it, as another ingredient in the recipe.
